Vent near the spare wheel

Hi
Got a small water leak...i think its coming from the vent unde rthe cover near the spare wheel.....i noticed it wasnt 'sat' in properly....anyway it can go in 2 ways......its got 2 long flaps...my question is...looking from inside the car so to speak....i can move the flaps...is that right?

yeah it's for when you shut the boot.because of the pressure it's stops the windows popping out
