does the headlight have to have the 3rd hidden bolt under the bumper? because i fancy taking it off to gain easy access each time i want to change a bulb?

yup, you need to drop the bumper to access the third bolt ;)

you get to it by pulling the arch liner out me thinks
i know where it is, i meant is it necessary to have the 3rd one bolted in? because its a paint taking bumper off to access the 3rd bolt
The 2 top lugs will hold it in place, but you might notice the light beam wobble slightly when you go over bumps.Other than dropping the bumper there's no way around it.

MOT fail if it's not. The headlight has to be securely held in place with no wobble. And it doesn't make a difference if it's not bolted in, you still need to lean the bumper forward to work the headlight out.
Even if the bolt wasn't in, you still would not be able to get the light out due to the large moulding underneath, especially the part that the bolt bolts through, it simply wouldnt come out. If that makes sence
