I suppose if your new to this and don't want to get a stock lens of 18-55mm then for a cheaper budget try Sigma 28-300mm f/3.5-6.3 DG or for a more expensive approach try a Canon EF 28-300mm f3.5-5.6 L series IS USM.
You must also understand that once you move out of the stock 18-55mm lens your also going to want to invest in a tripod to reduce movement and distortion in your pictures

I have the Sigma 28-300mm on my camera most of the time. Makes for an amazing all around lens. Much better than the kit lens.

got that covered, my missus is buying me the camera and parents are buying me the extra's, tripod, extra batteries, large memory card, some kind of bag/backpack for carrying it all etc :)

links to said lenses or prices?

The lenses that come with canon, are run of the mill. The reason why they are not highly recommended is because of the poor distance and the cheapness of manufacture

Now I do totally agree with what Jak113 and Keith Fusco have said about the Sigma 28-300mm lens. But I believe this might be a leap in the wrong direction
I have a canon 70-300mm lens and believe me anything beyond 250, you are going to need a tripod.
(tripods are annoying time wasting things to set up, unless for time exposures shots)

Now for my recommendation.

http://www.amazon.co.uk/Canon-EF-Zoom-lens-3-5-5-6/dp/B00006I53S/ref=sr_1_5?ie=UTF8&s=electronics&qid=1219931198&sr=8-5 (http://www.amazon.co.uk/Canon-EF-Zoom-lens-3-5-5-6/dp/B00006I53S/ref=sr_1_5?ie=UTF8&s=electronics&qid=1219931198&sr=8-5%20%20)

Canon EF - Zoom lens - 28 mm - 135 mm - f/3.5-5.6 IS USM

O.k fair enough, people may disagree with me here

It will cost £231.98 + postage or £249.15 + postage with a canon hood (which does coming in handy.)

Now what I am really saying is this should be the replacement lens for the one that comes with the 450D. Only because it’s better build quality, it has image stabilization built in (no need for tripod during the day) and it will be lighter than a 300mm lens.

Once you have got use to your new camera and had a very good play with it, then look at extend your lens collection either by zoom or marco lens etc etc.

And one very last tip if you get the 450D camera only buy canon lenses and or sigma lenses, these would have been designed for use with canon and would yield the best results.

I also have a 70-300mm lens, and that's nowhere near as good as the 28-300mm lens. I got mine from eBay. Can't remember the price off hand, but it was a bargain.

I got the 28-300mm for an all-around lens, as with my 70-300mm, and 18-55mm lens, if I wanted to zoom in, I needed to change the lens, and if I needed to zoom out, I needed to change the lens. The 28-300mm was a good compensation.

Would have loved a 18-300mm, but was just too dear.

Plus, mine was a spur of the moment buy before I went to Kenya, so I didn't have to keep changing the lens on the beach, and in the safari with all the dust about.

eBay, probably. Pretty sure there was a thread started before with cheap places to buy things.

However, I've always purchased from eBay, and had no problems.

Even my first Canon 400D, it broke, so I sent it back, and got a refund.
