Censor per Forum

We can now select which forums have censorship turned on or not.
- You can tell if a forum has it turned on/off by scrolling to the bottom and looking in the box on the left.

The ONLY section (at the mo) it is turned off in is the Extra Members Area.

This has now been implemented again, and the above comment about only the Extra Members areas being un-censored still stands ;)
