Fog/Spot Light Legality

Hi, just a quick question. I know using fogs when not foggy is illegal, however I have a reiger front bumper with them reiger spot lights, are spot lights illegal as they not fog lights so???

They not bright and dont dazzle if standing in front of the car.

a copper told me that spots are classed as driving lamps and unless e marked u cant use them unless visability is less than 100 metres
