P0683 (2) Glow Plug circuit low voltage - present

I diagnosed above code P0683 can anyone explain what the fault could be?
Does it need new glow plugs or could it be the control module?
The car is a corsa c 1.3 cdti 2006 and runs well with no apparent problems i.e. good fuel consumption, excceleration etc only problem is the car with the spanner light comes on after afew mins and stays on - hence the code above.

I had this problem with my 1.3 in January. Bugger to start most of the time without easy start.

A glow plug was stuck. I got it machined out, and it was all fixed. Car was on 56k ish at the time.

Make sure each plug is not shorting out. Loosen each plug and check the amount of carbon on the bottom. Tighten to correct torque. For me, tightening a different plug cleared another fault code, which referenced boost pressure too high/low.
