The top mount is incorrectly aligned, you can see the locating lug that you align with the bottom mount is in the wrong place. The top mounts are angled and must be lined up correctly otherwise you get the situation you have now.

The lug that sticks out from the top mount has to be lined up with the end of the spring where it sits in the bottom mounting plate. They must be in a straight line - a long screwdriver is helpful as an alignment tool.
